NYS Senate Disabilities Committee Update: 9 Bills Passed Out of Committee

Nine bills were passed out of the Senate Disabilities Committee on May 27, 2025, in what was likely the last meeting of the legislative session. The bills touch on issues including special education, the state’s service delivery system, group homes, and the subminimum wage.

Below, a quick rundown:

    • S.28B: Eliminates the exemption for employees with disabilities from the minimum wage law.
    • S.4511: Establishes the task force to promote the employment by state agencies of people with disabilities.
    • S.4841: Establishes a blue-ribbon commission on the future of New York state’s service delivery system for individuals with disabilities to conduct a study and prepare a report to examine, evaluate, and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with disabilities.

  • S.6115: Requires video cameras to be placed on the entrance/exits of all facilities run by the Office for People with Developmental Disabilities (OPWDD).
  • S.6780: Requires each school district to provide interventions and special curricula for children with dyslexia or other phonological learning differences or disabilities.
  • S.7484: Establishes a statewide residential families committee within the Developmental Disabilities Advisory Council.
  • S.7793: Requires the Developmental Disabilities Advisory Council to submit an annual report to the Governor to make such report public.
  • S.7794: Establishes the Statewide Group Home Families Working Group.
  • S.7826: Directs school districts to establish parent advisory councils on special education to advise on matters that pertain to students with disabilities, and meet regularly with school officials.
